"Now is the time to show humanity and solidarity"

A proposed solution to reduce cold weather deaths in Eastern Europe and those countries most affected
The main headline on the Bulgarian language section of the German International Service (www.dw-world.de/bulgarian) sums it up: (Мраз и смърт - freezing and death).   It goes on to catalogue the toll of death from freezing in various countries, with Bulgaria coming out one of the lightest - with ten deaths from cold "to date".
The Polish Interior Minister is quoted as saying "Now is the time to show humanity and solidarity" (Сега е моментът да проявим човещина и солидарност). Fine words, but is there any way of convincing people like him to take a few simple steps to prevent it?
If heat is supplied every day from the sun, and the means of capturing it can be as simple as two sheets of polycarbonate and some waste plastic bottles, why is this sort of thing not being attempted?
