Dear Sir/Madam,
The European Social Charter is a Council  of Europe's  treaty (www.coe.int) guaranteeing basic social and economic rights which concern all individuals.  The right to work and to a fair remuneration, the right to social security, the right to protection against poverty and social exclusion and the right to housing are regarded as particularly significant.
The Treaty provides for a procedure to supervise its application.  To this end, States submit annual reports showing how they implement the treaty in practice. The governmental reports are complemented by a system of collective complaints. National trade unions, employers' organisations and approved NGOs are entitled to lodge complains of violations of the Charter against States.
43 of the 47 member countries, members of the Council of Europe, have ratified one of the two versions of the European Social Charter.
Adopted in 1961 and revised in 1996, the Charter celebrates in 2011 its 50th anniversary. On this occasion, the Directorate of Communication has pleasure in presenting you two free publications related to the treaty:

La Charte sociale européenne est une convention du Conseil  de l'Europe (www.coe.int) qui garantit les droits sociaux et économiques s'appliquant à toutes les personnes. Le droit au travail et à une rémunération équitable, le droit à la sécurité sociale, le droit à la protection contre la pauvreté et l'exclusion sociale et le droit au logement sont considérés comme les plus importants.
Le Traité prévoit une procédure permettant de surveiller son application. A cette fin, les Etats soumettent des rapports annuels sur la mise en œuvre du traité. Les rapports gouvernementaux sont complétés par un système de réclamations collectives. Syndicats nationaux, organisations d'employeurs et des ONG agréées sont habilités à déposer une plainte en cas de violations de la Charte par un Etat.
43 parmi 47 Etats, membres du Conseil de l'Europe, ont déjà ratifié l'une des deux versions de la Charte sociale européenne.

Die Europäische Sozialcharta ist ein Abkommen des Europarates (www.coe.int), das soziale und wirtschaftliche Grundrechte, die für jeden gelten, garantiert. Dem Recht auf Arbeit und auf faire Bezahlung, dem Recht auf soziale Sicherheit, dem Recht auf Schutz vor Armut und sozialer Ausgrenzung sowie dem Recht auf Unterkunft wird besondere Bedeutung beigemessen.
In dem Abkommen ist ein Verfahren vorgesehen, das seine Anwendung überwacht. Dementsprechend erstellen die Staaten Jahresberichte über die Umsetzung des Abkommens in der Praxis in ihrem Land. Die Berichte der Regierungen werden durch ein System von Kollektivbeschwerden ergänzt. Nationale Gewerkschaften, Arbeitgeberorganisationen und anerkannte NGOs sind berechtigt, bei Verletzungen der Charta Beschwerde gegen Staaten einzulegen.
